About the Study

The Houston Education Research Consortium (HERC) examined recent shifts to the Texas K–12 accountability system, with a focus on how students are determined to be college-, career-, or military-ready (CCMR). Their findings shed light on both the promise and disconnect of these evolving measures.

Texas’ accountability system aims to increase transparency, rigor, and clarity around readiness metrics. But in practice, HERC’s analysis revealed key challenges that still need to be addressed, such as such as the COVID-19 pandemic and insufficient supports to address persistent readiness gaps.

Why This Matters?

Accountability systems are meant to measure progress and drive improvement, but if they fail to reflect the experiences of all students, they risk reinforcing the very inequities they aim to solve.

HERC’s work points to a clear path forward: strengthening and formalizing state accountability systems so they are more equitable, actionable, and responsive to local needs.

About The K12 Research for Equity Hub

The K12 Research for Equity Hub, managed by EduDream, is a multi-year research initiative where research teams embark on year-long investigations to generate actionable insights that strengthen accountability and assessment systems.

The Hub research aims to inform education policymakers and decision-makers on the potential of alternative approaches to K12 assessment and accountability and makes the case for evidence-based and equity-centered accountability policy and practice shifts at the local, state, and federal levels.
